It's his decision. I see no reason to get mad about it. He knows he doesn't want to job at Mania like he would if he faced Taker. It's a dream match, yes, but it would have a rather predictable outcome. at Wrestlemania.
What he said about the WCW guys, and how their careers played out kind of holds weight, but yet again it doesn't. Goldberg walked away from the business due to the fact he didn't like the politics of the WWE, but it had nothing to do with how he was portrayed. Rey Mysterio's still a top guy in WWE. Booker T had a hell of a run too. So did Benoit, and Eddie Guerrero before their untimely, and unfortunate deaths. The rest, come on... If they didn't main event in WCW, what makes Sting think WWE's gonna build them up.
I can understand he doesn't trust Vince, but he's worked for Bischoff, and Ted Turner in the past... I'd rather take shit from Vince McMahon than play Bischoff's politics puzzle game.
